What P0128 means
The engine is taking too long to warm up — the computer expected operating temperature by now and hasn't seen it. In practice this is the thermostat-stuck-open code: coolant circulating through the radiator from cold start, over-cooling the engine.

Why is my heater weak at highway speed but okay in town?
A stuck-open thermostat lets highway airflow through the radiator over-cool the coolant below what the heater core needs; in town, with less airflow, the engine claws back some temperature. Heat that fades as you speed up is a strong thermostat tell.
Is a stuck-open thermostat better than stuck-closed?
